CITIZENSHIP REQUIREMENT FOR VOTING AMENDMENT
Provide in the state constitution that only a citizen (rather than every citizen) of the U.S. may vote. Already, only citizens are allowed to vote in North Carolina, and whether or not a majority of voters approve the amendment in November won't change that.
